Halton Local User Discount Support Scheme (HLUDSS)

The HLUDSS provides access for those residents of Halton who are ineligible to apply because

  1. they live in a house in Council Tax Band G or H and have a low household income,
  2. are in education,
  3. have a disability which prevents them from driving.

Residents of Council Tax Band G and H

To qualify HLUDSS on the grounds of low income, the relevant household income should be equal to or lower than the Benefit Cap, this is defined by GOV.UK

If your annual household income falls below this figure, please complete the application form below and send to LUDSupport@merseyflow.co.uk.
 

 

This application form is only used to determine your household income. If you are successful in this application you then need to apply for the LUDS.

Full time students and apprentices in Council Tax band G and H

  • Be undertaking an apprenticeship and are under 20 years of age and studying for at least 12 hours per week on a course which lasts for more than 3 months for any qualification up to A level, ONC or OND standard.
  • Be in full-time education which refers to being enrolled for the purpose of attending a university or college course which lasts for at least 1 academic year, normally requires attendance of at least 24 weeks a year and involves on average at least 21 hours of study, tuition or work experience per week during term time.

Halton residents with disabilities that prevent them from driving

Halton residents who have a disability but are not eligible for a Blue Badge whose disability prevents them from driving, are able to register a vehicle to benefit from unlimited crossings under the Local User Discount Scheme when travelling in the vehicle.

To qualify you must be in receipt of one of the following: the higher rate mobility component of Disability Living Allowance; Attendance Allowance; Enhanced rate of the mobility component of the Personal Independence Allowance; and/or the War Pensioners Mobility Supplement. 

If you are successful in applying for the Halton Local User Discount Support Scheme you will need to then apply for the Halton Resident’s Discount.

You must provide copies of your HLUDSS letter, the V5C of the nominated vehicle and the driving license of your nominated driver. A £10 annual fee applies.*

*Those eligible for the scheme on the grounds of disability must apply over the telephone or in person only and must provide the HLUDSS letter and the V5C and driver’s license of the nominated driver along with the £10 annual fee.
